What other PCI devices do you have? 

Did you possibly try installing the Flexport into a DIFFERENT PCI slot. (I
have found that windows will sometimes RE-THINK the the interrupt / memory
allocations based on whats in a particular PCI slot) I had to do a lot of
the same to get my PCI SCSI controller working.
