It may mean that for some reason Windows (98?) has a built-in driver
which *should* work for that device but for some unknown reasons it
doesn't.
You could try "forcing" win into using the driver that came with the
board.
Otherwise, I listened to your every try and could not add more. I too
happen to have such troubles with PCI and Win!
Could you try removing every other board, disabling USB, VGA interrupt
from the BIOS?
And have you tried a "Reset PNP data" (something like that) in the
Advanced BIOS (almost every motherboard has it) ?
