I have two of the SwitchLinc switches and have had no problems with them
coming on at the wrong time.  I do NOT use the two way feature and haven't
even investigated how to poll them for status (as I understand is possible).
I use them for the soft on/off feature and the direct dimming commands.  One
in the master bedroom so as the lights are turned on in the morning step by
step, they don't have to be turned all the way on before going to 0%.  The
other is in the theater where you don't want to be blinded after a movie,
again while the light turns on to 100% and dims to 0%.  Since they are
almost always controlled by the PC and can be set to an explicit dim level,
the PC never really needs to know where the light is to start with.
