Hello Jerry
I am not absolutely sure this will work but can you try the following
Set the Local-Phone_Button to "Pickup"
Pause for 5 seconds or whatever needed
Have ECS place the call to the pager using "Phone-Call".
I am not sure what will happen because the phone is still "Off-Hook" from
the first statement, but its worth a shot.
