No, I have not had this exact problem.  I tried your Ctrl-Shift and
things worked fine.  I tried because I have had an odd problem where at
times the function keys enter numbers.  I have not been able to find out
why.  The only way out for my problem has been a reboot.  Could be my
keyboard is dying, but the Ctrl-Shift did not cause me any problems and
I run ECST also.
