Well, let me chime in on this...

I am using the Activehome (CM11A) interface.  I have noticed my lamps glow
at 0% also when I have them connected to regular lamp modules.  I have seen
the problem with regular cheap-o X10 wall switches, regardless of brand
(X10, RCA, Radio Shack), RARELY to almost never.  Like Ingo, I can then use
a RF remote to directly send more dim commands and the light winks out.  (It
looks like it may be getting stuck around 6%).

Finally, I have noticed one major annoyance with the wall switch modules AND
the light switches.  Namely, one dim level brought up from 0% is different
brightness than the same dim level from a full on.  For instance, 50% is
much brighter going from 0% than from off (which goes full on first).  I
don't know if this is a problem inherent with X10, or if ECS is
miscalculating the number of dim/bright commands to send.  This is annoying
since I use 0% quite a bit at night to avoid the full-on effect.
