PLC Interface not responding after power outage?

I have an Activehome unit as my interface to ECS.  I have noticed a
disturbing trend where the CM11A does not respond after a power glitch.  For
instance, yesterday the power went out about 8:00pm while I was out of the
house (know this because clocks were reset and the ECS logs indicated it had
restarted) and all the lights were out.  Suspecting that the computer had
crashed before the nighttime routine kicked in, I discovered that I was
getting the famous "PLC-Interface not responding on COM2" error message, and
it was still happening when I got home at 9:45pm.

I believe this is an extreme case of the CM11A sleep problem.  I know that
the CM11A receiving a signal will sometimes kick it awake, but the only
equipment I have which can send autonomous X10 signals are motion sensors
and door sensors, none of which will trip without external stimuli.

Does anyone have a almost-sure-fire method of getting the CM11A to wake up
after a power failure (or sometimes system crashes) via ECS sending signals
to it?  My fear is that I will go on vacation, have a power outage the next
day, and nothing runs because the CM11A will not respond to ECS to carry out
commands.
