I am implementing a solution to this problem as we speak. It is 90% functioning, I just need to add some logic for ECS to take a message if no one answers the phone AFTER it's decided to pass the call through. I've also considered the possibilities of how ECS could (via some electronic circuitry) cause the phone line to ring, external to the phone company. Anyone know how to generate a ring signal, without causing the phone company duress?
