I'd start any hardware phone project by looking at Mike Sandman's
pages:

(Check out the Hook Detection Circuit on the Wizards page).
If he doesn't have it, I'd do a search on http://www.hotbot.com (or
Altavista, or Infoseek, or...) for the exact phrase "ring generator".

You might also consider simply blocking the phone company's ring
signal until you've verified that it matches your CID criteria, then
drop the block. There are ring suppressors out there, and they may be
cheaper than ring generators... Or consider using a key system or
intercom for ringing. Or disable all ringers on all your phones, and
just use a whole-house speaker system to announce calls - you can even
play a WAV file with whatever ring sound you like.
