Last time I checked (years ago), a company called: CAMBRIDGE ELECTRONICS LABS 20 Chester Street Somerville, MA 02144 617-629-2805 Made 5VDC-powered modules that would generate ring voltage (90-or so VAC). With a bit of playing, a hybrid phone system like the Lucent Partner or Panasonic KXT could probably do it via call transfer.
