This error would indicate that your modem is still in use and ECS can't get it. What Mark was suggesting is that if you used a DOS FTP (rather than a GUI based one), and if it used the modem directly, the command shell (i.e., DOS) would simply grab COM4 and never release it until you actually close the command window. This behavior is built into 95 because DOS doesn't have good support for COM ports, so it was impossible to tell when a DOS program was done with the port. To me, it sounds as if the problem is different, though: when you try to reset phone-interface-c, does the connection to the ISP still exist? If the FTP application hasn't hung up that connection after it's done, it's the 95 Dial-up-Networking that still needs the modem and won't let ECS have it.
