I forgot to mention -

All of this was done on my main windows computer, NOT my home control
computer.  No interfaces (CM-11a) or anything else except Sound Blaster
16 card.  

I executed TTS (Omnipotence folder) and it will speak if I type
something into it.  

I then executed ECS and still no speech output.
