Hi Mark!

In this most recent version of ECS4.0(WUI), there's this new problem:

1) Go to the group page
2) Click on any state, which should highlight the state.
3) Hit <dn-arrow> a few times.  You should be moving down through the
states.
4) Now, hit <up-arrow>.  Rather than moving back up one state, the state
changes to some other state, usually "None".
