Homevision is available in a European version with PAL video.  See

As far as Time/Date formats, isn't that built-in to Windows?  So *if*
Mark uses the standard windows libraries in the new version, shouldn't
it automatically pick up which format you've got configured in the
"Regional Settings" control panel of Win95?  I haven't actually loaded
the new Windows GUI version, but I hope it's there.
