A bit of clarification here.

Latitude is expressed as degrees either North or South of the Equator and
Logitude degrees East or West of the Greenwich Meridian. 
In the ECS Item both Lat & Long are expressed as between 0 and 359 so what
would I put in to express the UK coordinates of Latitude 0 degrees Longitude
50 degrees North?!

The UK runs on Greenwich Mean Time (EST +5) except for when DST is in effect
when it changes to British Summer Time.
If you are telling me you need to know the sunrise/sunset times for each day
of the year to make the programme work then maybe I'll choose a different
method of finding out when to turn lights on and off!!
