The error ADPCM error message comes right when I start up ECS. It
Initializes and then starts the TTS engines. I"m using the SDK engines. I
did have:
Speech Engine: Microsoft Speech Synthesis Engine: Mary in Hall
Phone Engine: Microsoft Speech Synthesis Engine: Mary (for Telephone)

Right after the speech engines initialized it said:
Creating TTS file...
Then it would come back with the error:
PM:Unsupported rate for ADPCM compression (8000HZ) (Item "Catbox Msg")

I changed the Phone speech engine to just: Mary (without "for telephone")
and it didn't give the same error. It did however say something else.
PM: Open error on "c:TTS.RPC" (Item "Catbox Msg")

It looks like it is trying to write a file to the c: drive?
ECS is installed: d:\ecsfull
