Bill, I have a similar circuit and DO NOT have to remove the full wave
bridge for local phones to dial out. Have you actually tried this?

Subject: [ECS] Phone-Interface-C Question (ECS 4.0.x)
Is there a way to sense "Phone Pick-up" with Phn-Ifc-C (Zoom modem) the
way we did with Phn-Ifc-A (BIGMOUTH)?
I have a "ring killer" circuit, which is a relay with full-wave diode
bridge that kills house phones from ringing until after the 2nd incoming
phone ring. The problem is, it prevents local phones from dialing
unless relay switches the bridge rectifer "out of circuit". I was using
"If Local Phone Button Is Now Pick Up" to throw the relay cutting out
the ring-killer whenever someone in the house picked up a phone to dial
out. Doesn't appear there is any "equivilent" in ECS 4 for Phone-Ifc-C
or am I just missing something?
