You also need to install the speech support files. I have a link to them
at my web site at:
http://www.infinet.com/~dhoehnen/software/spchapi.exe
This is a Microsoft provided file that installs the needed files for tts
and vr. It's also on Microsoft's site, but I can't remember where.
