Mark,
     You probably have taken this approach to obtain contract software
development work, but I thought I might mention it anyway.
     ECS is a SCADA system (Supervisory Control and Data Acquisition), a well
known term around the electric utility industry, the oil and gas pipeline
industries, and the water delivery (agricultural irrigation) industry. Even
the train companies use these systems for control and monitoring of their
miles of rails.
     With the complexity of power, oil, gas, and water delivery you just can't
be without some sort of SCADA system.
     Large size SCADA systems monitor and control several thousand points and
are driven by multiple "mid-size" computers. My opinion is that you understand
the concepts SCADA systems and have the academic talent and real world
experience to assist in the software development for new systems. I will list
some of the companies that I know have made SCADA systems. I don't know
specifics as to how to contact them but, the internet might help. Some may
even post job openings on their web sites.

     (1.) Harris Corporation, Melbourne, Fla. (very good SCADA systems)
     (2.) Leeds & Northrup, Salt Lake City, Uta.
     (3.) Control Data Corp, Minneapolis, Min. (not sure of a name change)
     (4.) General Electric Corporation
     (5.) Westinghouse Corporation.
     (6.) Motorola Corporation, Phoenix, Az.

     I have been away from that industry for a few years and I am sure there
are many more "top of the line" system providers. If this looks at all
promising a little research can turn them up.
