I use the SR731, contrary to your understanding, it does not transmit
signals onto the powerline.
It is an RF repeater, meaning that it re-transmits RF signals that it
receives from palm pads,
motion sensors, security sensors, etc. It is intended to extend the
effective range of these RF devices.
You still need at least one RR501 (or some type of X-10 RF receiver)
which still provides the
function of transmitting signals onto the powerline.  Since you only
mentioned getting rid of 3 RR501s,
and you didn't mention that you still have any other X-10 RF receivers
installed, I can imagine that
the SR731 is working fine, you just don't have anything plugged in which
will receive the re-transmitted
RF signal and convert it to the powerline.
