Don,
I am unaware of a pre-built board. I would build one from scratch if I
were going to do this. Radio Shack has some "mini-engineering notebooks"
that contain these type of circuits. If you have some time and
inclination and basic electronic knowledge you might be able to do this
easily. I can give you more info if you need it. You would have to test
any circuit first. I have built similar circuits to tell if a VCR is on
(low power drain to slightly higher drain when on). There are better ways
to do this today.
