If you are running Windows 95,98 or NT , IMHO the best way to set the clock
is with the freeware program Dimension4.
It is at http://www.thinkman.com/~thinkman . Click on the line Dimension 4
.
It syncs to any of about 50 nearby time servers, such as the Naval
Observatory.
I have it set to run in the background hourly.
