I have had a similar problem ever since the new Windows version.  My Family
Room Light is ALWAYS set to OFF when I restart, even though the backup state
is set to YES.  It was Mark's opinion at the time that I had some event
somewhere that was setting the light to OFF.  I never found one, but in
truth never looked hard.

I do not beleive that ecs.cfg is rewritten.  The backup states are stored
elsewhere.  I think ecs.bk is correct.

I thought that when I set the "Backup" to Yes on an Item, that ECS
actually writes a new copy of ECS.cfg every time that the state changes
to update that value.  I have several Light items that I has set to
Backup:Yes, but ECS.cfg never gets updated.

Or does it work differently? (ECS.bk seems to get updated every time, do
you use that instead of the Initial State field in ECS.cfg?).

Seperately, my "MBR Light" never comes on correctly after an ECS
restart.  Even though the item is set to Backup:Yes and ECS does show it
to be at 42%, the lamp is always off after a restart.  This happened
even in version 3.4

Oh, even though I'm running version 4.0.018, the first line of my
ECS.cfg states 3.4.026
