Thanks, Mark, you led me in the right direction.
Here's what happened:
My "Daytime" True/False item was not set to backup, but had a Initial state of
"True".
My "Day/Night" event used an "If Daytime Is Now False" conditional to set my
MBR Light to 42% at dusk.
So the first event pass after an ECS restart would always set my Daytime
variable from True to False, which allowed my Day/Night event to start dimming
the light.
Unfortunately, that doesn't explain why ECS didn't turn the light off and on
to set it to a known state first like it does for everything else. Probably
has something to do with either the event order or the fact that it was in the
first event pass? You might want to check into this, still.
Anyway, now that I set Backup: True on my Daytime item, the light behaves
properly on ECS startup at night - it turns off, then on, then dims to 42%,
the Backup state of that item.
