At this point I am going to stop worrying about the JunkMaster (I can still
send you ecs.dt if you want it). I found that this time I couldn't get the
interface to reset at all, even after a complete shut down and reboot. I
had ordered a Home Vision while my wife wasn't looking and now have it fully
up and running my IR, with PLC coming right behind it.

You can set the Item to RESET, but it won't help
if a power-down on the IR-master is required.
This should be reproducable without ACE.
Try mimicking the same behavior with an Event.
What is your "signal delay" parameter ?
