ECSW and NT problem

Somehwere around version 3.4.11 ECSW stopped working with NT 4.0 service 
pack 3.  When I start ECSW it opens 3 windows.  One window is the main 
ecsw window with Wnd, Scr and Font info in the window title.  Another 
window has 'Console [ECS] - Do NOT Close' in the window caption.  The 
third window has 'Ecswrun.bat' in the window caption.  ECSW just stops at 
this point with all 3 windows open, but never starts.  Prior to version 
3.4.11 I would have to close one of the windows (I can't remember which 
one) to get ecsw to continue loading and then it worked.  But now not 
even closing one of the windows will make it work. 

Is anyone else using ecsw with NT 4.0?  Is there a special trick needed?  
Is it even supposed to work with NT?
