i think that the percentage should be outside of the light and always white
on black. that way i can always read it clearly and don't have to worry
about monitor types or color depths.

:After sleeping on it, I woke with a following
:vision of the BULB & LAMP Icons:
:1) All will have a black background.
:2) All bulbs will have a bright-white outline.
:3) The internal color of the bulb will brighten to
:   correspond to the brightness level (as they do now).
:4) The percentage text will be centered within the bulb,
:   and its color will vary for maximum contrast with the
:   bulb color (e.g. if the bulb if OFF/BLACK, the text
:   will be white; if it is ON/WHITE, the text will be
:   black).
