The telco's usually sell number ID and Name ID separately. That way they get
to charge everybody twice for using the same piece of code on the CO switch.
To only sell a single service is quite unusual.

Hi Frank!
In our area, we only have one flavor of caller id, which includes name, when
available (which is only about 10% of the time). I'm surprised your area
has two different services...
