If he's using a Homevision controller, it supports them starting with
version 2.61:

And in version 2.62, support for the new "scenes" was added:

Unfortunately the Homevision Appendix.doc file doesn't really show which
serial command to use.  I suppose you'd have to do some serial-port
snooping to see what the Homevision software actually tells the
controller.  I'd guess that Craig would be happy to tell you, though.
