Yes, thats the problem I'm having.  I downloaded the right speech kit and installed
it and everything.  I do not get any errors when it loads either.  Occassionally it
will speak the message "ECS at your Service", but usually not.  When I'm on a "Text"
Item, and try to get ECS to say it,  the little box with the play and stop buttons comes
on for a second and then disappears.  I usually get No sound or usually just a blurb.
 The little parrot program that came with the Sound Blaster Live card seems to work
though.

This sounds like the problem I was having:

Make sure that you download the proper version of the MS Speech kit.  I was using the
3.0 version, and it just didn't work after I upgraded to ECS 4.0 (Windows).  Follow
the instructions in the manual to the letter to make sure you download the right version.
 Uninstall the old version
before installing the new one.

Also, I never could get even the right kit to speak to my SoundBlaster Live card - it
would say the first 2 - 3 words of the sentence, and then no more until 4-5 resets of
the SPEECH-INTERFACE item....

Reverting back to my AWE64 card (with the proper speech kit) brought everything back
to normal (except that it refuses to speak the "ECS at your service" startup message
- everything past that works, though).
