I'm not sure this is pertinent but it is worth a mention. If you are using a
phase coupling device after the breaker on that circuit, it will give
readings similar to yours if one leg is shut off at the box.
To establish if you have a ground at each box there should be close to 0
Ohms between the neutral and the ground pins.
