Mark, I had the same problem as Frank. The log showed time was corrected at
DST but when I re-booted, D.S.T=False.
I manually set to true. Running the latest ECS code and the time event looks
like the example. Also, the PC (running 95) changed the time to DST
correctly.

Frank, compare your current TIME Event with that
in the current EXAMPLE.CFG. I think there was
a fix a few years ago.
