You might be able to do that but would probably need additional hardware to
match the impedance and voltage. I believe telephone lines expect the voice
signal at 24 V (I'm not sure if that's effective voltage or peak-to-peak
voltage). You probably won't get that much voltage out of a sound card, but
might be able to use a transformer to get it.
