0% Light

If I tell a light to go to 0% either manually through the Light Group or by processing
it through an Event it won't dim to where it appears the light is "off".  Instead it
only dims down to about 50%, it will never dim all the way down to 0%.  This occurs
whether from full ON or a percentage of Dim.  I have tried it even from a low of 10%
and it just stays at the 10% level.  The Icon in the Light Group shows the green lamp
with a white dot so I guess it sent out a signal to dim to 0%.
