Mark,
Inside the HV unit, right next to the IR diode is a jumper. Make sure that
this jumper (JP) has not been disabled.

Does anyone have a clue as to why my HV will
not properly reproduce ANY of my IR signals ?
This is the 1st time I have tried it.
The learning process went without a hitch.
But when I transmit (using HV OR ECS),
the IR-tx light blinks, but my equipment
shows NO sign of responding (not even their
IR-rx lights blink).
All signals are defined as:
Pulse lengths
Device-code = N/A
Key code = N/A
Transmit-enabled = CHECK
Actions enabled = none
