Peter,
To do it by the book, you need the tide/current station information plus the
corresponding corrections from the tide and current tables. As far as a
fancy formula, I don't know of one but without the actual station data and
corrections the formula would only be an approximation. There are many
computer applications that have the tide/current info in them, however. I
can ask around if you like. Are you looking for a accurate or general
application?
