How would we like ECS to automatically load the applicable
VR commands per the current context ?:

	Init:
		All commands defined via VOICE-SESSION & VOICE-COMMAND Items
	After initiate command spoken:
		All commands defined via VOICE-SESSION Items and all Item names
	After an Item name is spoken:
		All commands defined via VOICE-SESSION Items and all State
		names for the selected Item

This would make for much better recognition, as
VR would not be listening for commands that did
not apply. It would also eliminate the need to
edit VR commands manually.

Can anyone see any downside to this approach ?
If not, I'll probably implement this tomorrow.
