Hi Mark,
I just discovered the same problem with the \VOL
command today: Apparently, the TTS-FILE engine (NOT
the WAVE engine) does not like the \VOL command
(it makes an empty file if it sees this). But since
the default volume is 65535 (full volume), this
is no problem unless you wanted to make it quieter
(I assume that you wanted it louder).

The SPEAK-MESSAGES problem I just fixed and will upload
tonight (just a dumb mistake on my part).
