Hi, Doug.
I can't remember the name of the device, but, yes, there is a little IR
emitter/receiver you can mount on the glass "bubble" of your electric meter
to count the rotations of the disk within. As I recall, it costs about $80.
If you look in your ECS docs waaaaay in the back, you'll find a reference to
the device. Sorry I can't be more specific.
