I would LOVE to see a Linux port of ECS. If you would like to get
some ideas on what is currently going on with HA in the Linux
community, I might suggest you take a look at MisterHouse.

I would also try subscribing to it's mailing list for a while.

The mail volume is small, typically around 5 posts/day. There is
also an archive available.

This list is less than a year old, so reading all of the archive is
a fairly easy task.
This will give you a fairly good idea of the ongoing development
of what is the best Linux based HA software I have been able to
find in nearly 6 months of searching. I have been seriously hoping
to find something more like ECS, but nothing seems to exist yet
(hint! hint!).
BTW. ECS has been mentioned once or twice on this list as the
standard they are shooting for...several people on this list are or
have been ECS users.
