Yes, it's easy to set up Linux and Windows on the same machine, although I
find it advantageous to dedicate a separate machine to Linux (this machine
acts as an Internet gateway, you can set it to automatically dial etc.)
I would not even bother with WINE - I'm sure ECS needs to do a lot of
hardware access, and I would be very surprised if WINE supported that
degree of compatibility.
