For local DTMF, Weeder kits makes a cheap kit which decodes all DTMF digits from
the phone line and sends them on a serial port. I got as far as turning a light
on and off and never kept at it. You could track all outgoing calls also. You
would have to write serial byte software and that was not my thing, but it does
work and is cheap, just a chore to program, at least for me.
