OT: Looking for command-line program for processing audio

Hi Folks!

Sorry for the off-topic post!  :)

I am looking for a program that will normalize .WAV files.  Here's the
thing: I need to be able to process files by entering all the parameters
from the command line.  It also needs to be compatible with Win95/98, and
WinNT

I was hoping someone here might know of such a program.  If you do, please
let me know.  Thanks!
