I click on the link to get the update and there is no file.

On any of the links.  I even try "save target as".  Using IE 4

Thanks for the heads up on the web page (I fixed it).
The latest version if 4.1.004.
Note that I always send update notices to ecs-list.
As of 4.1.004, the HELP display shows the version #.
