Mark,  I think this will work...

You give each section of the web page that you want to be able to jump to
a name, like this:

<A NAME="LightingSetup">Lighting Setup</A>

If the web page is ecs.htm, then goin to ecs.htm#LightingSetup will go
right to the above heading.

My HA Index page is setup like this if you want to view more source.  You
may need to use the ShellExecute api command and pass the url as a
parameter for it to work.  It works great once you are viewing a page in
a browser.  I'm just not sure if it can be done when starting a browser.
