Well, I have it all licked, less one problem:
IE4 treats disk-resident .HTMLs and/or "fragment
identifiers" (e.g. "#tts") "differently".

For example:
If I first pull up ECS.HTM, and then append "#tts" to
"ECS.HTM" and press <Enter>, I get an "ADDRESS BAR"
error ("cannot find the file or item...").
This does NOT occur in Netscape.
But I note that Netscape changes disk files to read
"file:///..." whereas IE4 does NOT.
If I enter the same "file:///..." in IE4, it just
truncates the "#tts".
