that usually means that the user is looking for a phrase... there's no set-in-stone
standard to how search engines handle this, but most will assume that quoted 
text is a phrase and behave accordingly. some engines will have you choose from "find
all the words", "find any of the words", or "find the exact phrase"... or 
something like that.

but, again, since you never know exactly how a search engine is going to parse your
page and index your content, the best you can do is hope for the best...
