I did have one state-log item with an initial state.  As I don't use that
item anymore I simply deleted it. ECS loads just fine.

Mark,
If you had an Initial State defined for a STATE-LOG Item,
this could cause a crash (on any rev). I have now precluded
the ability to define Initial States for these Items.
