Scott,
I assume that you only set the "WAVE ENGINE" Parameter
of the TTS Item to "... (for Telephone)" ?
You worried me with the "using msttsl" comment below.
FYI: My 66MHZ/W95 only stutters occasionally.
Perhaps W98 is using more CPU time.

the system doing other things....Thanks Mark). But, I have an Aztec 2320 card. I tried
win98 and went back to win95, but the sound card breaks up the speech when talking.
I have changed it to the "telephone" voice (8 khz) (using msttsl.exe), and this did
not make a diff. I am thinking that I have a cheap sound card that I might want to
replace. It is about 5-6 years old. Has anyone had similar problems? I might just
give up and change to a pentium 200 or so. The new html manual takes about 3-4 minutes
to load with ie 3.02 on this 486 (just fyi).
