Well, no.  I used the program that comes with msttsl called mouth...(something like
that).  Anyway, it talks when you type in text, and you can select the voice.  It says
"Mike" and "Mike for telephone".  My assumption was that THEY created the voice with
the 8 khz sampling rate..... I was not even running ECS.  Maybe your software does something
else?  Oh and changing from win98 to win95 did not help.  I did notice I have no cache
chips on the motherboard, and it only uses internal cpu cache.  Maybe I need more of
those. . .

Scott,
I assume that you only set the "WAVE ENGINE" Parameter
of the TTS Item to "... (for Telephone)" ?
You worried me with the "using msttsl" comment below.

FYI: My 66MHZ/W95 only stutters occasionally.
Perhaps W98 is using more CPU time.
